They raised capital by selling the lands and used the money to subsidize the construction of railways. The endemic corruption in Russia meant that a lot of this money ended up in the coffers of the railway barons, scams akin to the Credit Mobilizer were commonplace. Nevertheless, by the Revolution Russia was criss-crossed by many thousands of miles of railway.
